Harmonized Tax
B.C. will introduce a harmonized sales tax of
12 per cent, replacing the PST and GST. The
harmonization will take effect July 2010.
Premier Gordon Campbell said that the move
will give the province the lowest
harmonized sales tax in Canada.
All other provinces with an HST, including a
recent proposal by Ontario, have a rate of 13
per cent, he said.
"This is the single biggest thing we can do
to improve B.C.'s economy," said Campbell. He
goes on to say that it will create jobs,
boost investments, and improve productivity
and competitiveness.
"The PST is an outdated, inefficient and
costly tax, some of which is hidden in the
price of goods and services and passed on to
and paid by customers," Minister of Finance
Colin Hansen said in the same release.
A statement released by the provincial
government said HST would eliminate over $2
billion in costs for B.C. businesses and the
federal government will give the province
$1.6 billion to help it transition to the HST.
Currently, Newfoundland and Labrador, Nova
Scotia, and New Brunswick have harmonized
sales taxes. Ontario is scheduled to
introduce a harmonized sales tax on the same
day as B.C.
Similar to the PST, consumers will see
point-of-sales HST rebates on gasoline and
diesel fuel for motor vehicles, books
children's-sized clothing and footwear,
children's car seats and car booster
seats, and diapers and feminine hygiene products.

CROSS COUNTRY SURVEY TO BE CONDUCTED TO
BENCH MARK INDUSTRY STATUS
IPBC will be conducting a major cross
Canada survey to bench mark the status of the
industry. The survey will include many
business critical items, including billable
hourly and project rates. It is important
that we reach out to as many bookkeepers as
possible to get a good cross section of the
industry.
We need your help. Please ask every

National Phone Conference- Wednesday August 19th, 2009 at 11:30am PT
The August 19th National Phone Conference will
feature David Paradis & Tania Litman,
representatives from Canada Revenue Agency (CRA).
Topics:"Third Party Civil
Penalties" & "The Audit Process"
The representatives will provide two
presentations during the conference. The
first presentation will focus on Third Party
Civil Penalties and will include information
such as administrative guidelines, penalty
amounts, and culpable conduct. The second
presentation will focus on the audit process
and will include information on how files are
selected, how audits are conducted, keeping
good books and records, alternate assessing
techniques in situations where records are
inadequate, and audit efficiency.
Responsibilities of taxpayers and the roles
of their representatives will also be
discussed. Additional information
regarding online services and other
initiatives of CRA that will be of interest
to the members will also be briefly discussed
during the presentation.
About the presenters
David Paradis is an Aggressive Tax
Planning Auditor. He is both a Certified
General Accountant and a Chartered
Accountant. Prior to joining the CRA in 2005,
he worked in public practice as a tax manager
for two local CA firms.
Tania Litman is an Income Tax/Excise Tax
auditor. She is a Certified General
Accountant and holds a Bachelor's Degree from
the University of Manitoba. Tania joined the
Canada Revenue Agency (CRA) in 2002 as a
collections officer and joined the audit
division in 2003. Since then she has also
worked as a Real Time Quality Assurance
auditor, ensuring audit files meet CRA's
quality standards, and has held a position as
a Finance Officer in the Finance &
Administration department of CRA.

Tell us a bit about yourself.
I have been working as a bookkeeper for 30
years.
I work with small businesses from start up,
data entry, to financial statements.
I do Payroll Tax, PST, GST, and WCB
remittances for my clients.
I work with Simply, Quickbooks, DacEasy,
AccPac, Mass, Image, and Impact Accounting
software systems.
I also do personal and Corporate Tax Returns.
What is the most important part of
being a member of IPBC?
The most important aspect of an IPBC
membership is the networking with other
Bookkeepers.
Also, the monthly meetings are most
informative on a variety of subjects vital
for Bookkeepers to advance their bookkeepers
knowledge.
