Hi Ann!

I haven't been looking into this in detail, since it's not happening until next July, and I know that things could change. However, I'm very curious to know whether the harmonized GST/PST will "act" like today's GST (where a client can offset GST collected with ITC's), or whether it will act like today's PST, where the client will simply have to pay back the whole amount collected.

I hope that somehow this tax does NOT go forward, I have to say, but in all likelihood it will. I also hope it acts like the current GST! I've tried briefly to find the answer to the above question via the Internet, but didn't get it easily and have put it off. So if this is a basic question that you don't have time to answer, no problem!

Thanks for your warm regards, Jacquie. Yes, I've been wondering the same thing myself, so I went hunting for clues just last week. We must have been on the same wave length...do you watch Eastwick too? It's my favorite show this season other than Lie to Me.

Since much of this stuff probably isn't law yet, it of course could change. Keep those questions coming...

For Ontario, I found these information sources. Ontario has a stake in this as well as CRA and has started their own information page found at http://www.rev.gov.on.ca/en/taxchange/index.html

CRA put out this Notice 244 about harmonization with Ontario:

The BC government has a webpage to provide information about the transition and I'm sure as we get closer to the date, there will be more in depth information available. http://www.gov.bc.ca/hst/

BC and Ontario are not the same. This means that if a business in either province sells to the other, they are going to have to know the rules for both. In BC, HST will be 12%, Ontario will be 13%. HST will apply to the same goods and services as the GST with some exceptions.

In BC, point of sale rebates will be available for the provincial portion of tax paid on books, children's clothing and footwear, car seats, boosters, diapers, and feminine hygiene products.

Unique to BC, point of sale rebates will be available for gasoline, diesel fuel, marine diesel fuel, aviation fuel and biofuel components for motor vehicles, boats, and aircraft.

The separate hotel room tax will be eliminated, but motor fuel tax, carbon taxes, and tobacco taxes continue to apply and the HST will be a tax on those taxes.

Transition and place of supply rules had yet to be released for BC at the time of writing but then this appeared in the What's New in BC's consumer tax news section: http://www.sbr.gov.bc.ca/msbr/whats_new/consumer_taxes/whatsnew.htm

New Brunswick, Nova Scotia, and Newfoundland adopted HST at the inception in 1991 (correct me if I'm wrong). I've included some other general references about GST/HST for further reading:

Brief summary of the presentation

Esmail will provide insight into the Canada Revenue Agency's voluntary disclosure program, the conditions for making the disclosure, its process, and the relief provisions, and will discuss how one might go about making a disclosure. Taxpayers who come forward to disclose unreported income or to correct previously claimed ineligible expenses get relief from excessive interest costs, penalties, prosecution, and publicity.

Bookkeepers who work closely with their clients may come across situations where they might consider appropriate advising their clients to take the benefit of this program, as it allows delinquent taxpayers to receive relief from past omissions, errors, gross misrepresentation, and fraud.

SPEAKER BIO

Esmail is both a lawyer and accountant who practices in the areas of tax planning, tax compliance, wills, estates and trusts, charities and not-for-profit, corporate and commercial planning and transactions, and reorganization of privately-held corporations.

He spends an extensive amount of time assisting clients with designing structures for asset protection, business succession planning, estate planning for business owners and high net worth individuals, and uses his knowledge and experience in resolving disputes with auditors, appeals and special investigation branch, and filing voluntary disclosure submissions with Canada Revenue Agency.

In addition to being a lawyer, Esmail has also been a Certified General Accountant, tax, trusts and estates practitioner and educator in Canadian taxation laws and practice, entrepreneurship creation, development and growth strategies for more than 29 years.

Esmail has a successful track record settling many income tax and GST related disputes with the Canada Revenue Agency since 1976. Esmail started making submissions under the CRA's Voluntary Disclosure Program in 1990. As a former member of the Board of Management of Canada Revenue Agency for 6.5 years and a member of the Appeals Advisory Committee and a columnist with various publications, Esmail understands concerns of taxpayers and the inner workings of the Canada Revenue Agency which contributes to his ability to harmoniously conduct business dealings with his clients and CRA.

New GAAP for Small and Medium Enterprises

Sometime in December 2009 the Canadian Accounting Standards Board (AcSB) will release a new GAAP for private enterprises to take effect for financial years commencing January 1, 2011. This will be the most extensive change to Canadian GAAP in the last 15 years and its release in December is meant to give providers of financial statements sufficient time to make a decision about what accounting standards they will choose to use from January 1, 2011.

However, if your financial year commences on or after January 1, 2011 won't you need to have comparatives for 2010? Absolutely! So you need to be planning for the transition now!

Tell us a bit about yourself

I'm a wife and mother first, then I fit in my work around those responsibilities - which keeps me very busy.

I enjoy singing, playing guitar and [when I have the time] relaxing with a good book. My husband & I are volunteer marriage mentors with the National Association of Marriage Enhancement and are passionate about saving marriages and keeping families intact. We also facilitate marriage courses, do a bit of teaching together, and organize an annual marriage retreat for our church.

I started bookkeeping when we bought our first business back in May 1989 and learned to do it manually. After we left that business, I took on various administrative jobs which had an accounting component to them. After a couple of years as an employee, I decided to be a self-employed bookkeeper and got my first bookkeeping client in 1998. Since then I have built up my clientele to a modest number of clients through word-of-mouth. Because I'm now an IPBC certified member, I have now made up business cards for the first time!

What is the most important part of being a member of IPBC?

I think it raises the bar in the bookkeeping profession - especially taking the certification exam, since you have to know a little more than basic bookkeeping to pass it! I also like the idea of taking regular courses or seminars for credits in order to maintain certification - very professional indeed.

Also, I'm looking forward to attending my first Regional Meeting because being a part of an association gives a professional great support and encouragement.

Lastly, this isn't the most important part but I just have to mention it: I was really surprised when IPBC remembered my birthday and sent a small gift and I'm really impressed with their staff. They are helpful and will bend backwards to assist their members!

IPBC had a booth at the Simply conference in Montreal last week. I have to commend the Simply people. They certainly know how to put on a first class event. From the educational sessions to the big 60's party, everything was first class. We met a large number of bookkeepers and accountants who expressed an interest in IPBC and we look forward to welcoming them as members.
